CPD Course Development: Recognition, Hours and Evidence
Summary
A certificate alone does not make a course recognised CPD. Start with the professional body's rules, map qualifying learning time and build records that support learners' claims.
CPD course development begins with a specific question: which professional body needs to recognise the learning, and what evidence will it accept? A certificate showing attendance is not enough to establish that hours count towards a professional requirement. Tertiary Infotech Academy helps providers map courses to the relevant rules, plan qualifying learning time and prepare evidence. We also advise on the provider or activity approval route where the selected body requires one.

There is no single CPD approval for every profession
Continuing professional development serves different purposes across professions. An adult educator, financial adviser and member of a professional society may all need CPD, but the recognised activities, evidence and categories can differ. A course approved or accepted for one purpose should not automatically be advertised as counting for another.
For adult educators, IAL publishes guidelines on CPD and practice hours under TAEPP. For financial-services programmes, the IBF course recognition process identifies a Core FAA/SFA CPD course route. Use the actual guidance relevant to the learners instead of treating “CPD accredited” as a universal product label.
Keep a scheme register for the proposed course. Record the body, activity category, guidance version, approval or acceptance process, permitted claims and renewal conditions. Where the public guidance does not answer a material question, obtain clarification before committing to the claim in marketing copy.
Start with a recognition brief
Define the intended professionals, their existing competence and the practice gap the course addresses. State what the learner should be able to apply after the activity. “Keep up with AI” is a theme; “evaluate an AI-generated assessment draft against a defined quality checklist” is a more useful design outcome.
Then identify how that outcome relates to the selected body's framework. Keep the relationship specific. A course on a popular topic is not automatically relevant to every professional category, and a subject expert's interest does not by itself establish an eligible activity. The provider should be able to explain the professional value without relying on a CPD badge.
Our CPD course development service uses this brief to decide whether to adapt existing content or build a new activity. The free CPD mapping check gives you a place to test the intended body, audience and recognition route before commissioning the full pack.
Calculate learning time in a way you can defend
Build a session plan that separates facilitated learning, practice, assessment, breaks and any other components. Check the body's rules before deciding what counts. A seven-hour calendar event does not necessarily justify seven qualifying CPD hours. A recording's running time also does not establish how participation or completion will be evidenced.
For a blended activity, state what learners must complete before, during and after the session. Identify the expected outputs and the way completion will be recorded. Do not add estimated self-study hours merely to increase the advertised total. The learning workload should be reasonable for the intended audience and supported by the course design.
Retain the approved or agreed calculation with the course specification. If the delivery format changes, review the hours and claims again. Replacing facilitated practice with a recording can change both the educational experience and the evidence available. Treat recognition as a controlled aspect of the product.
Build useful learning before collecting attendance
Professionals need a clear reason to participate beyond maintaining a record. Use practice problems that connect to their work and make them apply judgement. For adult educators, that might involve improving a lesson activity or assessment task. For financial-services professionals, the content needs appropriate context and route-specific review.
Choose activities that expose the learner's thinking. A discussion can work if it has a clear purpose, suitable prompts and a way to capture the outcome. A workshop can include a draft artefact, peer critique and revision. Attendance alone tells you who was present; it says less about what they learned.
Where a financial-services route is involved, coordinate with IBF course development support. We can scope the relevant course design and specialist input. Do not assume that an activity accepted as general professional learning will qualify under Core FAA/SFA CPD without checking those criteria.
CPD recognition and evidence checklist
Use this checklist to prepare a mapping discussion. It is a planning aid, not a substitute for the relevant body's application form. Record the supporting document, responsible person and unresolved question for every item.
Have we named the specific professional body and target learner group?
Have we checked whether provider approval, activity approval or another acceptance route applies?
Do the outcomes address an identifiable professional practice need?
Is the proposed content mapped to the relevant categories or criteria?
Can we explain the qualifying time calculation, including excluded components?
Are participation, completion and assessment records appropriate for the delivery mode?
Does the certificate describe only the recognition and hours actually supported?
Do we have a process for changes, expiry, renewal and learner queries?
Bring the outline, intended body's name and current recognition status to our free CPD mapping check. We can discuss the likely development work and evidence gaps. If a route needs clarification, that should be identified before the provider spends time producing final marketing materials.

What records should a CPD course generate?
Design the evidence process alongside the curriculum. Depending on the applicable framework, useful records can include the versioned outline, session plan, attendance evidence, completion criteria, learner work, feedback and the certificate issued. Confirm which records the body requires and which support your own quality assurance.
Use consistent identifiers so the learner's completion can be linked to the correct activity and version. Record who can correct an error and how the correction is approved. A spreadsheet can work for a small programme if ownership and checks are clear; a larger catalogue may need more structured administration.
A learning management system can support learning records and progress tracking, but the system does not determine professional recognition. Configure the fields, completion rules and reports around the selected framework. Test whether staff can retrieve a complete record without manually combining unrelated screenshots.
Example: a CPD workshop for adult educators
Imagine a hypothetical workshop on designing fair practical assessments. The activity asks participants to examine a weak task, identify evidence gaps and revise candidate instructions and judgement guidance. The course output is a revised assessment design with a short rationale.
The developer maps that activity to the intended framework, checks the treatment of CPD hours and specifies completion evidence. The provider retains the session plan and records. Any recognition claim depends on the actual rules and approval status; the workshop's topic alone does not make it accepted TAEPP CPD.
This approach gives the learner something useful for practice and gives the provider a more defensible evidence trail. It also makes evaluation easier: the team can review whether participants produced a stronger assessment and whether follow-up support is needed.
Common questions about CPD course development
Can you help us become an approved CPD provider?
We can advise on the route and help prepare the relevant evidence where the recognising body operates a provider or activity approval process. The scope should identify the body and its requirements explicitly. Acceptance remains with that body; avoid describing TAEPP or all professional societies as having identical approval mechanisms.
Can one course count for more than one body?
Potentially, but each claim needs its own check. Compare the audience, content categories, hours, evidence and application requirements. Keep separate records of the decisions. Recognition by one body is useful context, not automatic recognition by another.
Can we convert an existing seminar into a CPD activity?
Start with a gap review. The seminar may need clearer outcomes, more applied learning, a different time calculation or stronger completion evidence. Sometimes modest changes are sufficient; sometimes the current format does not support the intended recognition claim.
Do we need an IBF organisation application as well?
Check the selected IBF route and your current provider status. Our IBF ATO application service can help review organisation readiness alongside the course work. Settle the provider and course dependencies before announcing a recognised launch.
How should we market a course while approval is pending?
Use accurate, clearly qualified language about its status and avoid offering unsupported CPD points or hours. Keep draft materials under review so they can be updated when the body's decision is received. The commercial team should work from the same status record as the course administrator.
Build capability within your team
If your team also develops learning materials, explore Generative AI for Instructional Design for course-design skills and the Articulate Storyline 360 Masterclass for interactive learning production. These are optional capability-building courses; taking either does not confer provider registration, course recognition or an audit grade. Check the individual course outlines for current details.
What to do next
Read the cpd course development service scope and compare it with your current position. Identify the decision that must be resolved before commissioning the full project.
Use the checklist in this guide with your team. Review connected workstreams through ibf course development and ibf ato application where they apply.
Bring a short outline and your known gaps to the readiness discussion. We can then define the appropriate scope, responsibilities and next actions for your organisation.
