SCTP Module Development: 2–5 Months Built Around Jobs
Summary
Design a 2–5 month SCTP around target jobs, connected modules and employer projects. Check provider readiness and plan career advisory, employment partners and placement tracking.
SCTP module development should connect a realistic job destination to a coherent learning journey and an operational employment-support service. Tertiary Infotech Academy advises on multi-module extended training of 2–5 months that addresses job-skill demand, together with job-placement service design. We also check provider readiness, including TPQA Grade 1 and the applicable entry route. Building more modules alone does not establish eligibility for the SkillsFuture Career Transition Programme.

Start with the job, then design the programme
The official SkillsFuture Career Transition Programme overview describes a train-and-place model with career advisory and employment assistance. That makes employment support part of programme design, rather than an optional service to consider after the final lesson.
Choose a sufficiently specific target role. “Technology careers” is too broad to determine entry requirements or assess readiness. Identify the tasks an entry-level employee needs to perform, the tools employers use and the evidence employers would find useful. Then compare those expectations with what a career-transition learner can reasonably achieve within the proposed duration.
Gather employer input before finalising the syllabus. Discuss job tasks, expected proficiency, common recruitment gaps and acceptable portfolio evidence. Keep dated notes and distinguish confirmed partner commitments from early interest. A list of company logos is less useful than a clear description of how employers will contribute to projects, interviews or placement activity.
Design 2–5 months as a connected learning journey
Our SCTP module development service can help scope a 2–5 month multi-module programme. This is a design scope to test against the relevant appointment or proposal requirements, rather than a claim that every programme of that length qualifies as an SCTP.
Work backwards from the final job-performance evidence. Define the capstone or integrated project, the supporting skills and the sequence in which learners need them. Early modules should establish foundations that later modules use. Avoid assembling unrelated short courses merely because they already exist in the catalogue.
For each module, specify outcomes, hours, activities, assessment, prerequisites and links to later work. Control the parent programme and module specifications together. If a module changes its hours or assessment requirements, review the programme timetable and overall workload. Career-transition learners need time to practise and consolidate, not just attend a dense sequence of presentations.
What a practical module sequence can look like
Consider a hypothetical programme preparing learners for a defined digital operations role. A foundation module could establish the workflow and relevant tools. Subsequent modules could build task-level capability, introduce exception handling and combine the skills in an employer-informed project. The actual structure must follow the target occupation and applicable programme requirements.
Use progressive evidence. Learners might first complete guided exercises, then independent tasks, then an integrated project with feedback and revision. Make the expected quality visible. A portfolio containing unexplained screenshots is less informative than one showing the problem, decisions, output and verification.
Review the sequence with prospective employers and trainers. Ask whether the final work resembles an entry-level job task and whether the prerequisites are sufficient. If the expected job competence is too ambitious for the time available, narrow the target role or redesign the learning pathway before promising employability outcomes.
Job-placement consultancy: build a service that can operate
Career advisory before and during training
Define how learners are screened for suitability and how they understand the target role. During training, provide a process for discussing progress, career choices and barriers to employment. Allocate staff time and escalation responsibilities. A statement that “career support is available” does not explain what learners will receive.
Plan practical support such as role research, CV preparation, interview practice and portfolio discussion where suitable. Connect this support to the target occupation. Learners should understand how to explain the skills they practised and what evidence they can show an employer.
Employer relationships and placement tracking
Specify how partners will be approached, how opportunities will be matched and how follow-up will be recorded. Define what counts as an employer engagement, referral, interview and placement under the applicable reporting arrangements. Record evidence consistently and avoid describing a tentative introduction as a confirmed job offer.
We provide consultancy on the job-placement services needed to support SCTP readiness. The scope can include service workflows, partner engagement planning, responsibilities and tracking. Providers still need the people, relationships and operating capacity to deliver the service. Training or consultancy cannot guarantee that every participant will secure a job.
SCTP readiness checklist for provider leaders
Use these questions before commissioning the full programme. Mark each as evidenced, incomplete or requiring a route decision. Discuss the findings with management, curriculum leads and the people responsible for employment support.
Have we checked the current SCTP entry opportunity and applicable appointment or proposal requirements?
Do we have TPQA Grade 1, or a credible plan to address that provider-readiness gap?
Is the target job role supported by specific evidence of employer demand?
Does the 2–5 month design provide a coherent sequence rather than unrelated modules?
Are learner entry requirements and support arrangements realistic for career transition?
Do assessments and projects demonstrate relevant job performance?
Are employer contributions and employment-support responsibilities documented?
Can we operate and evidence career advisory, referrals and placement follow-up?
Bring the target job role, proposed modules, TPQA status and current employment-support arrangements to our free SCTP readiness check. This helps identify whether to prioritise the entry route, provider quality, curriculum or placement capability before investing in a full submission pack.

TPQA Grade 1 is a key gateway, with further conditions
The official TPQA guidance sets Grade 1 as a provider requirement for consideration for Tier 1 funding. The SWDA funding page includes SCTP within Tier 1 and describes conditional funding levels. This explains why providers often pursue Grade 1 when planning an SCTP.
Grade 1 alone does not grant an SCTP appointment, course approval or a blanket funding rate for every learner. Check the programme entry route, course conditions and learner eligibility separately. Our TPQA consultancy can support the quality-readiness work while the SCTP team develops the programme and employment service.
Keep the commercial plan realistic. Estimate the development effort, specialist resources, employer engagement and ongoing support workload. Budget for delivery and follow-up, not just the submission. A programme built around employability needs operational capacity beyond classroom teaching.
Before signing partner agreements, make the intended contribution specific. An employer might review a project brief, provide a workplace problem, participate in a portfolio discussion or consider suitable candidates for vacancies. These are different commitments. Record what has actually been agreed, who will coordinate it and how learners will be informed. Do not treat a general memorandum of understanding as evidence that jobs have been reserved. This distinction helps the curriculum team design meaningful engagement and helps the placement team report progress accurately.
Questions about SCTP development and eligibility
Can we combine existing courses into an SCTP?
Existing materials may be useful, but the bundle needs a coherent job-focused design. Review prerequisites, overlap, skill gaps, workload and integrated assessment. Check the applicable programme requirements rather than assuming that a long enough collection of courses will qualify.
Can you help us create job-placement services?
Yes. We can advise on career-support workflows, employer engagement, responsibilities and tracking as part of readiness planning. The provider must implement and operate the agreed service. Confirm which elements your team will deliver and which need external partners.
Do we need WSQ modules?
Do not assume the programme's module route from its intended funding alone. Check the current SCTP requirements and course application arrangements. Where a separate skills-route decision is needed, our WSQ and CASL route review can help identify the appropriate development path.
Can you guarantee SCTP approval or employment outcomes?
No. Approval remains with the relevant authority, and job outcomes depend on employers, learners and market conditions. We can help improve the design, readiness evidence and operational plan, while making the remaining dependencies visible before the provider commits further resources.
Build capability within your team
If your team also develops learning materials, explore Generative AI for Instructional Design for course-design skills and the Articulate Storyline 360 Masterclass for interactive learning production. These are optional capability-building courses; taking either does not confer provider registration, course recognition or an audit grade. Check the individual course outlines for current details.
What to do next
Read the sctp module development service scope and compare it with your current position. Identify the decision that must be resolved before commissioning the full project.
Use the checklist in this guide with your team. Review connected workstreams through tpqa consultancy and wsq & casl course development where they apply.
Bring a short outline and your known gaps to the readiness discussion. We can then define the appropriate scope, responsibilities and next actions for your organisation.
