Summary

Set up Corppass and TPGateway for your ATO application. Follow the access checklist, adapt the consultant template and request a free ATO readiness consultation.

Preparing an ATO application in Singapore? Set up Corppass, authorise Training Partners Gateway (TPGateway), and give your submission team the right access before starting the organisation and course details. This practical guide includes a setup checklist and an access-request template you can adapt. If you are unsure who should do what, request a free ATO readiness consultation through our enquiry form and tell us where your setup is blocked.

Get your ATO access and submission plan checked

Turn an uncertain starting point into a clear action list. In your enquiry, ask for an ATO readiness consultation covering your Corppass administrator, TPGateway permissions, organisation information and first-course preparation. We can discuss what is ready, what needs attention and where consultancy support would help.

  • Clarify which person owns each account and permission task.

  • Identify the access checks to complete before handing over a submission.

  • Discuss the organisation and course documents needed for your next stage.

Request my free ATO readiness consultation → Write “Corppass and TPGateway setup” in the message and tell us whether you already have a Corppass Admin. We reply within one business day. Do not include identity numbers or passwords in the enquiry.

Understand the three parts of access

A personal Singpass login, a business authorisation and a portal user profile serve different purposes. Completing one does not complete the others. Keep this distinction in mind when someone says that their account is already set up.

GovTech’s explanation of Corppass describes it as the system businesses use to manage access to government digital services. Singpass verifies the individual; Corppass determines their authority to transact for an entity.

  • Corppass Admin: manages the entity’s Corppass users and digital-service authorisations.

  • TPGAdmin: a TPGateway role assigned through Corppass for managing portal users and permissions.

  • TPGUser: a TPGateway role for people carrying out the transactions they have been permitted to perform.

TPGateway then applies permissions to its individual tiles. Its official access FAQ explains the difference between No Access, Read-Only and Full Access. Read-Only cannot support preparing and submitting an application. Full Access allows transactions within the relevant tile.

Step 1: Register a Corppass Admin for your organisation

Skip a new registration if your organisation already has an active Corppass Admin. Ask the existing administrator to handle the authorisations below. Creating another account without checking who already manages the entity can complicate the handover.

  1. Open the official Corppass portal and choose the option to apply for an Admin account.

  2. Use your organisation’s registered name and UEN. In a working checklist, use placeholders such as [Organisation Name] and [Organisation UEN] until the authorised person enters the actual details.

  3. Follow the Singpass verification and registration prompts. Identify the Registered Officer and the intended Corppass Admin.

  4. Complete the required approval process and confirm that the Admin account is active before assigning digital services.

The Registered Officer and Corppass Admin can be different people. A Registered Officer may apply to be an Admin, or appoint another eligible person. For an LLP, check the current Corppass eligibility guidance for the relevant ACRA position rather than assuming that any staff member or partner can approve the application. See the official Corppass registration and role FAQs if the approval route is unclear.

Step 2: Authorise TPGateway in Corppass

The Corppass Admin should now enable the Training Partners Gateway digital service and assign the required roles to the people who will use it. Follow the current portal labels for managing and assigning digital services.

  1. Log into Corppass as the organisation’s Admin.

  2. Find the digital-service or e-Service access section and select Training Partners Gateway (TPGateway).

  3. Assign at least one organisation representative the TPGAdmin role.

  4. Authorise each intended transaction user with the appropriate TPGateway role.

  5. Review and submit the authorisations for the correct entity.

For an external consultant, confirm the applicable Corppass authorisation arrangement before creating access. Do not assume that adding a name and an email inside TPGateway alone gives a third party authority to act for your business. Use the supported arrangement for your entity and consult official support if the required option is unclear.

Step 3: Log into TPGateway and complete the Admin profile

The TPGateway onboarding guide for new training partners sets out the initial login and profile sequence. It also notes that a new TPGAdmin initially has Full Access to User Management only; other transaction permissions still need attention.

  1. Visit Training Partners Gateway and choose Login, then TPGateway.

  2. Authenticate through Singpass for the authorised entity and select the relevant branch if prompted.

  3. Open User Management and complete the Admin’s profile, including the required contact and branch details.

  4. Review the transaction permissions and complete any onboarding prompts and terms that apply.

Do not interpret a successful login as confirmation that an organisation registration is approved. Portal access lets you begin the work; the application still has to be prepared, submitted and assessed under the applicable process.

Step 4: Create the submission user and grant the right permissions

The TPGateway User Management quick reference guide confirms that a new user needs both a Corppass role and a TPGateway user profile.

  1. The TPGAdmin opens User Management and selects Create new user, or the equivalent current action.

  2. Enter [Consultant Full Name], [Consultant Email Address] and the correct branch.

  3. Complete the required user-identifier field using the official portal instructions. Obtain any required NRIC, FIN or other identifier privately through an agreed secure channel.

  4. Configure Full Access for Course Registry and the organisation application functions required for the engagement.

  5. Save the user profile, then ask the user to perform a login and permission check.

Check the exact organisation tile. The onboarding guide identifies Organisation Registration and Course Registry for the combined organisation and course application. Organisation Profile concerns maintaining organisation information. Avoid requesting a vague “Organisation” permission: confirm which tiles are needed for your application stage and which are displayed for your entity.

Give access for the agreed work. An application consultant does not automatically need user-administration, claims or financial permissions. Keep an internal record of who approved the access and when it should be reviewed.

Your pre-submission access checklist

Use this checklist in your internal handover. Record an owner and completion date next to each item. A missing tick is a specific next action, rather than a reason to restart the whole setup.

  • The registered organisation name and UEN have been checked.

  • The Corppass Admin account is active and its owner is known.

  • TPGateway has been authorised in Corppass.

  • At least one organisation representative has TPGAdmin access.

  • The submission user has the required Corppass authorisation and TPGateway profile.

  • The relevant branch and transaction permissions have been checked.

  • The user can open the required organisation application and Course Registry functions.

  • The organisation has agreed who reviews the application before submission.

Copy this access-request template

Adapt the following message after agreeing the scope with your consultant. All organisation, contact and identity details below are placeholders.

Please arrange TPGateway access for [Organisation Name], UEN [Organisation UEN], so our authorised submission user can prepare the organisation and course application details.

User name: [Consultant Full Name]. Email: [Consultant Email Address]. Branch: [Relevant Branch].

Please confirm the applicable Corppass authorisation first, then create the TPGateway profile. Grant Full Access to Course Registry and the organisation registration or profile functions needed for the agreed submission work. Please confirm the exact tile names.

If an identity number is required, let us know which field requires it so it can be supplied privately. Please confirm when setup is complete; the user will then log in and check access before starting.

When the setup does not work

If login fails, work through the layers in order: entity authorisation, user profile, branch selection and tile permissions. Capture the exact error text and the step where it appeared. Redact personal identifiers from screenshots before sharing them.

If a tile opens but editing is unavailable, ask the TPGAdmin to review its permission level. If the expected organisation function is missing, confirm whether you are looking for a new registration or an existing organisation profile. The official Organisation Profile FAQ explains the profile context. Avoid submitting a duplicate application simply because the expected screen is not visible.

Plan the application beyond portal access

Account setup is the first handover. Your project also needs a document owner, a review sequence and a clear course-development plan. Our SSG ATO application consultancy can help structure that work, while WSQ course development support addresses the learning and assessment package. Teams planning ongoing operations can also review our training management system for training providers.

For staff development, consider WSQ Personal Data Protection Management for SMEs for handling personal data, or the Microsoft Planner Masterclass for organising project tasks and handovers. These are optional learning options, not prerequisites for Corppass or an ATO application.

Frequently asked questions

Does the Registered Officer automatically become the Corppass Admin?

No. Confirm that an Admin application has been completed and the account is active. The Registered Officer may take that role or appoint another eligible administrator through the applicable approval process.

Can I add a consultant using only their email address?

Do not rely on email alone. Confirm their Corppass authorisation and complete the required TPGateway profile fields. If a user identifier is required, arrange it privately; never share Singpass passwords or one-time codes.

Is TPGAdmin access needed for every consultant?

Separate transaction work from managing users. Agree the role and tile permissions needed for the engagement. Keep responsibility for user administration with the organisation unless there is a specific, authorised reason to delegate it.

Will these steps guarantee ATO approval?

No. They establish access and help organise the handover. Approval depends on the applicable application requirements and the agency’s assessment. The linked guides include older publication dates, so follow current portal prompts and official guidance when labels differ.
